On Monday, Nov. 10, the Senate passed 60-40 the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026 as an amendment to HR 5371, clearing the bill for House action later this week. Congressional Budget Office estimate.

- ON SUNDAY, THE SENATE TOOK THE FIRST PROCEDURAL STEP TO END THE SHUTDOWN:
- The Senate advanced, by a 60-40 vote (60 being required) a package to end the government shutdown which consists of the following six components:

- A continuing resolution (stopgap funding) through January 30, 2026 for agencies covered by the 9 unfinished appropriation bills: Bill Text | Sec-by-Sec
- Program extensions: Bill Text | Sec-by-Sec: Divisions E-G
- Backpay for furloughed and “excepted” workers (section 116);
- Reverses the mass layoffs announced during the shutdown (section 120); and
- Reimbursement of states for expenses incurred due to the federal shutdown (section 118).
- How was the Senate impasse resolved? A sufficient number of Senate Democrats agreed to support the spending package in exchange for a vague agreement by Majority Leader Thune to schedule a vote in December on a bill relating to ACA health insurance subsidies–the details of which are unspecified, passage of which would require 60 votes, and House action on which is unlikely.
- Final passage by the Senate is still required. Following final passage, the amended bill will be sent back to the House for that chamber’s consideration. It is unclear when the final vote will occur since post-cloture debate time is available to opponents of the bill.
- The Senate advanced, by a 60-40 vote (60 being required) a package to end the government shutdown which consists of the following six components:
