Background:

The Farm Bill:  The programs funded by annual discretionary appropriations bills are initially established and governed by “authorizing” legislation developed by Congress’ authorizing committees.  In the case of agriculture programs, the authorizing legislation is compiled by the House and Senate Agriculture Committees in a multiyear “farm bill.”  Congress typically passes a new farm bill about every 5 years, most recently in 2018 with a new farm anticipated in 2023.
